An unsatisfactory EICR is a clear action list, not the end of the process. These are the practical steps from defect coding through to completion evidence.
An EICR is normally marked unsatisfactory when it contains a C1, C2 or FI observation. The report should identify the affected circuit or equipment and explain why action is needed. C3 observations are recommendations and do not, by themselves, make the report unsatisfactory.
Understand the Defect Codes
- C1 — danger is present and immediate action is required
- C2 — the condition is potentially dangerous and urgent remedial action is required
- FI — further investigation is required without delay because safety cannot yet be confirmed
- C3 — improvement is recommended but the observation does not make the report unsatisfactory on its own
Make the Property Safe
A C1 observation should be made safe immediately. This may involve isolating a circuit or item until a permanent repair is completed. C2 and FI items must also be addressed promptly. For rented homes covered by the electrical safety regulations, remedial or investigative work is normally required within 28 days or any shorter period stated in the report.
Request an Itemised Remedial Quote
The quote should map each proposed repair to the observation on the EICR. Ask whether access, making good, replacement accessories, further investigation, testing and completion paperwork are included. A clear schedule makes it easier for landlords and agents to obtain approval and keep an audit trail.
Collect Completion Evidence
After the work, retain the written confirmation and any relevant electrical certificate showing that the defects have been remedied or investigated. The original EICR remains part of the property record; it is supported by the completion evidence rather than simply erased.
Share the Evidence
Landlords should provide the required written confirmation to the tenant and local authority within the applicable timescales. Keep copies with the EICR, invoices, certificates and access records so the compliance history is easy to demonstrate.
